My dogs frequently got tangled up in the leash line constantly causing him to get tangled with the leash dangling at his feet. I started with a short bungee cord, added some padding around the metal hook bases I cut off the tops of old socks for this, duct taping it firmly into place (narrow duct tape works better for moulding a shape) before coating the metal hooks and most of the padded base in sugru.
